OVERSEAS FILIPINO WORKERS MONITORING PROGRAM Pursuant to the Memorandum from the Executive Secretary dated 04 April 2011 directing the Bureau of Immigration and other concerned agencies to formulate a monitoring program that will facilitate the regular gathering and updating of information on the identities, locations and movements of Overseas Filipino Workers (OFWs), particularly in crisis-prone regions, and in accordance with the Memorandum approved by the undersigned dated 19 April 2011, the following are hereby ordered:
Section 1. The Computer Section shall effect the necessary modifications of the existing BI’s Border Control Information System (BCIS) to include additional information that will enable immigration officers during primary inspection to encode and record the “Purpose of Travel”, as follows: [a] For departing Filipino passengers, i.e., holiday/pleasure, work/employment, business, education/training, convention/conference, health/medical, official mission, pilgrimage, etc.; and [b] For arriving Filipino passengers, i.e., returning OFW, immigrant, etc.
The modified BCIS shall also enable the encoding and recording of the Overseas Employment Certificate (OEC) and/or OFW e-Card numbers in cases where the said passenger indicates his/her purpose of travel from or to the Philippines as work/employment or returning OFW respectively.
Section 2. Upon deployment of the modified BCIS to the different ports of entry/exit, all immigration officers assigned to perform primary inspection shall encode and record all the additional required information as aforementioned.
Section 3. All concerned personnel in the involved offices shall ensure the proper implementation of this Order.
Section 4. Failure to comply with the provisions of this Order shall be dealt with accordingly.
Section 5. This Order takes effect immediately. 02 May 2011
