MEMORANDUM ORDER RADJR NO. 2011-001

Prescribing the Mandatory Use of Name Plates for

BI Frontline Service Providers

Section 4, Rule V1 of the Implementing Rules and Regulations (IRR) of Republic Act No. 9485, otherwise known as the Anti-Red tape act of 2007 provides that "All officers and employees transacting with the public shall be provided with an official identification card which should be worn during office hours. The information on the identification card should be easy to read, such that the officials and employees concerned can be identified by the clients. For certain agencies where an identification card is not provided, the officers and employees must wear name plates or other means of identification.”

The same IRR defines frontline service as the “process of transaction between clients and government offices or agencies involving applications for any privilege, right, permit, reward, license, concession or for any modification, renewal or extension of the enumerated applications and/or requests which are acted upon in the ordinary course of business of the office or agency concerned.”

In view of the above, Division/Section chiefs concerned are hereby directed to submit to the Administrative Division through the Composite Committee on Good Governance (CCGG) Office the names and designations of officials and employees who provide frontline services as prescribed in RA No. 9485.

The Computer Section is hereby tasked to prepare appropriate name plates to be issued by the Administrative Division particularly those who are assigned at the Visa Extension Office, Student Desk Section, Bay Service Section, Fingerprinting Section, ACR I-Card Processing Office, Certification Section, Cash Section, Verification and Certification Unit (VCU), Derogatory Section, Records Section, Central Receiving Unit (Window 1) and Public Information and Assistance Unit (PIAU).

Frontline Service providers at BI main office are required to strictly wear their name plates at all times during office hours effective April 3, 2011.

Failure to Abide by this directive shall be dealt with accordingly.
