MANDATING THE CIVIL SECURITY UNIT (CSU) TO ENFORCE ANTI-FIXERS MEASURES IN THE BUREAU OF IMMIGRATION RELATIVE TO PROVISIONS OF RA 9845 Pursuant to Section 3 of Administrative Order No. 241 titled: Mandating the Speedy Implementation of Republic Act No. 9485 otherwise known as the Anti- Red Tape Act of 2007 which states that “All agencies shall mount a campaign that will set up a system to eliminate fixing activity in their place of work and commence legal proceedings against fixers such as the filing and prosecution of criminal and/or administrative cases not later than March 31, 2009”, the following are to be strictly implemented and enforced by the CSU at the BI main office and its premises effective April 11, 2011: 1. “No ID, No Entry” Policy (Section C, item no. 1 Memorandum Order MCL No. 2009-004 dated 23 January 2009) 2. “No Solicitation/Facilitation of BI Transactions Policy” at the BI lobby and all office corridors as prescribed in Section A, item no. 4 of the same memorandum. However, official services rendered by employees to BI clients during office hours as provided in Section H of the same memorandum distinguish the role of designated liaison officers/ representatives of BI offices from that of fixers as defined in the Implementing Rules and Regulations (IRR) of the ARTA. 3. Use of Visitors’ Log Book and Issuance of Visitors’ Pass as stated in Section A, item nos. 6 and 11. 4. No commercial activities (buying and selling of goods and services) in BI premises and offices except those with prior written approval from the Administrative Division and/or Office of the Commissioner. The CSU must render timely and related reports to the Commissioner or Bureau officials concerned (Section A, item no. 3) in order to ensure that corresponding disciplinary sanctions/penalties will be imposed to erring employees and/or accredited private entities. The Administrative Division is hereby directed to ensure that copies of this Order are properly circulated to all concerned which include BI accredited private entities and their representatives.
