|BI intensifies capability building trainings for front-line personnel|

Immigration officers at the Ninoy Aquino International Airport will undergo more skills trainings as part of the capacity building program for front-line Bureau of Immigration (BI) personnel.
Immigration Commissioner Marcelino C. Libanan instructed yesterday Simeon Vallada, director of the BI center for training and research and chief of the division for anti-fraud,
to conduct the trainings to develop world-class immigration officers. “If we are going to combat human smuggling and trafficking and other transnational crimes, it is but appropriate to start with our own personnel by giving them the needed training and skills,” Libanan said.
Lawyer Floro C. Balato, Jr., BI spokesman, said members of BI’s Migration Compliance and Monitoring Group and other key airport personnel will undergo document examination training to be conducted by Hamish Cowan, document examination specialist of the Department of Immigration and Citizenship of Australia.
The training, to be held at the Philippine Immigration Academy in Clark, Pampanga on February 18, is a component of a program the BI forged with its Australian counterpart.
Libanan also stressed that while he wants BI personnel to learn new skills and techniques in handling immigration problems, he will punish those involved in irregularities.
“While I shall continuously train and re-assign people, re-align functions and revisit systems and procedures, I shall not relent likewise weeding out misfits and deadwoods from the agency,” he said. “For the top achievers, I commend; for the misfits, the corrupt and the recalcitrant, I condemn.”
It will be recalled that 11 trainings were already given to key BI personnel last year. These include seminars on Philippine immigration laws, policies and procedures; anti-trafficking of persons; document examination training; workshop on Philippine border management, and gender and development workshop.
In a related development, Balato also revealed that BI’s 30 jail and security personnel are due to complete on Saturday (February 2) their two-week “Custodial Management and Security Course” training in Camp Vicente Lim in Canlubang, Laguna conducted by the Philippine Public Safety College (PPSC). Intended to upgrade skills and capability in handling detainees at the BI detention center in Bicutan. Balato added that the training commencement rites on Saturday will be graced by PPSC president Margarita “Tingting” Cojuangco. (BI-News)
