WHEREAS, Rule II, Section 7, paragraph 7.3.5. of the Revised Implementing Rules and Regulations of Republic Act No. 9184 ( Government Procurement Reform Act ) provides that the revised Project Procurement Management Plans (PPMPs) shall be submitted to the Bids and Awards Committee (BAC), through its Secretariat, for the finalization of the modes of procurement under the proposed Annual Procurement Plan (APP), which shall then be approved by the Head of the Procuring Entity or second-ranking official designated by the Head of the Procuring Entity to act on his behalf;

              WHEREAS, paragraph 7.4 of the same Rule mandates the updating of individual Project Procurement Management Plan (PPMP) and the consolidated Annual Procurement Plan (APP) for each procuring entity every six (6) months or as often as may be required by the Head of the Procuring Entity;

            WHEREAS, the same paragraph further provides that the updating of such PPMPs shall be the responsibility of the respective end-user units of the Procuring Entity and the consolidation thereof into an APP is lodged with the Bids and Awards Committee (BAC) Secretariat, subject to the approval of the Head of the Procuring Entity;

            WHEREAS, the Updated Annual Procurement Plans (UAPPs) of the Bureau of Immigration for Supplies and Materials, IT and Other Equipment, Janitorial and Security Services, Repairs and Maintenance of Government Vehicles, and Repairs and Maintenance of Government Facilities for the year 2012 were approved by the Commissioner of Immigration on June 06, 2012;

            WHEREAS, there is a need to supplement the said UAPPs to accommodate additional procurement activities of goods and services necessary and crucial to the efficient discharge of the Bureau’s functions for the year 2012 by virtue of unforeseen events;

        WHEREAS, the BAC Secretariat submitted to the BAC the Supplemental Annual Procurement Plan as of September 14, 2012 for the determination and finalization of the modes of procurement under the said supplemental plan in accordance with Republic Act No. 9184 and consistent with the approved budgetary allocation, a copy of which consisting of four (4) pages is made as an integral part of this resolution;

          WHEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to recommend to the Commissioner the APPROVAL of the attached SUPPLEMENTAL ANNUAL PROCUREMENT PLAN of the Bureau of Immigration as of September 14, 2012, pursuant to Rule II, Section 7, Subparagraph 7.2 of the Revised Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act”.
