MEMORANDUM TO : IMMIGRATION OFFICERS/SUPERVISORS IN ALL AIRPORT AND SEAPORTS SUBJECT : ALERT ON "BIG 5" FUGITIVES DATE : 01 August 2012 In connection with the ongoing manhunt by law enforcement authorities for five high fugitives - tagged as the "Big 5" by the Philippine National Police - who are wanted for serious crimes, you are hereby alerted and directed to always be on the lookout for the following persons who might attempt to leave via any of the international airports and seaports nationwide: As immigration officers, you are duty-bound to adopt proper measures to ensure that the above-mentioned fugitives will not be able to flee the country and evade prosecution for their alleged crimes. These persons are no the Bureau's Hold Departure List and they are subjects of arrest warrants issued by the courts. Thus, they should not be allowed to depart and, if encountered, they shall be held and turned over to officials of the Philippine National Police or National Bureau of inverstigation. You are also enjoined to keep yourselves updated on information about these five personalities and be familiar with their physical apperances as copies of their photographs are hereto attached. Employees who defy this directive by helping or faciliting the departure of anyone of these fugitives shall be punished with dismissal from the service and criminally charged in court.
