AMENDATORY MEMORANDUM FROM THE COMMISSIONER

In view of the persistent news report of alleged human smuggling, this is to reiterate once again the first orders of the day upon my assumption of office in the Bureau:

1.       NO ENTRY SHALL BE ALLOWED INTO THE COUNTRY, OR WAIVER OF EXCLUSION SHALL BE IMPLEMENTED, OF ANY EXCLUDABLE ALIEN WITHOUT PRIOR AUTHORIZATION FROM THE UNDERSIGNED.

In case when there is an alleged instruction to admit an excluded passenger, such instruction made on my behalf for a waiver of exclusion without my confirmation and/or expressed authorization MUST NOT be entertained or accepted.

2.       All Waivers of Exclusion allowed-under normal circumstances shall be allowed entry provided that such entry is supported by documents as required by our rules and regulations.

Accordingly, all Waivers of Exclusion must have the corresponding documentation for purposes of record and accountability.
