MEMORANDUM TO : ALL IMMIGRATION OFFICERS ALL CONCERNED
RE : Strict Implementation of Blacklist Orders DATE : 28 June 2011
x------------------------------------------------------------------------------------------------------------------x It has come to the attention of the undersigned that despite the inclusion of foreigners in the Bureau of Immigration’s (BI) Blacklist (BL), they are allowed by the Immigration Officers (IOs) to leave the premises of the airport. These IOs only confiscated their passports and issued Temporary Receipts. While these blacklisted foreigners were instructed to request for the deletion of their names from the BL, most often, they failed to do as advised. This caused problems to their respective foreign embassies and the BI. Such practice, likewise, diminishes the importance and authority of these lawful orders. Only on meritorious cases and after Allow Entry Orders or Waiver of Exclusion Ground Orders are secured from the Commissioner or his duly authorized representative can an IO admit foreigners whose names are in the BI’s Blacklist. Violations of this Memorandum shall be administratively dealt with.
